Perl updates:

- Cleaned up initialization and shutdown.
 - Add support for autocommitted hashes
 - Wrote preliminary perldocs
 - Updated sample cgi scripts. 
 - Added new (partial) wiki thing
 - Added stasis.pl (a simple toplevel)
